What is an Energy Performance Certificate?
Royal Decree 235/2013, of April 5, approving the basic procedure for the energy performance certification of buildings (Official State Gazette, April 13, 2013)
"When buildings or units thereof are constructed, sold, or rented, the energy performance certificate or a copy thereof must be shown to the potential buyer or new tenant and delivered to them, in accordance with the terms established in the Basic Procedure."
"The label must be included in all offers, promotions, and advertisements for the sale or rental of the building or building unit."

Serious Offenses
Selling or renting a property without the seller or landlord providing the buyer or tenant with a valid, registered, and current energy performance certificate.
Minor Offenses
Advertising the sale or rental of buildings or building units that require an energy performance certificate without mentioning their energy efficiency rating.
Natural or legal persons who commit these offenses, even if simply by failing to comply, will be held liable.
